Why do they have to wear a cape/vest? Service Dogs are not required to wear a cape/vest. However, their cape/vest is used for multiple things. First, it identifies them as being a Service Dog to make public access easier for the handler. Next, it acts as their backpack to carry things such as a copy of the law, other important papers as well as their clean up kits, medicine, keys, etc.. And finally, the cape vest lets you know which organization trained the wonderful dog you see.
